HUGO CHÁVEZ: CARA Y CRUZ (III)
Segunda parte: “De golpe la irrupción”(continuación).
El fallido golpe de Estado del 11 de Abril de 2002 ha sido el único momento en que llegó a estar más cerca de perder el poder. Este despropósito y descalabro supuso un punto de inflexión para todos. La mayoría de la oposición cambió de táctica. Se dieron cuenta que algo ilegítimo y violento no supondría la salida del presidente. El “chavismo” reculó en ciertos aspectos, principalmente de formas, y mantuvo una actitud más dialogante y pactista (no del todo real) con sus opositores. A pesar de ello los paros (destacó el petrolero) y el enfrentismo de ambas partes siguió muy latente, sólo cambiaron de piezas pero no de jugada. La oposición optó por derribarle democráticamente, recogiendo firmas para convocar un referéndum revocatorio del mandato presidencial. Es necesario más del 20% del electorado inscrito para poderlo activar, y que el presidente haya superado la mitad del mandato (3 años). Es un proceso permitido en la Constitución vigente desde 1.999, la “bolivariana”. La primera presentación de firmas al Consejo Nacional Electoral (CNE) no llega a la cifra exigida, al rechazar una parte por faltar datos identificativos o estar borrosas. Los organizadores de esta iniciativa atacaron duramente a esta institución a la que calificaron de “chavista”. El oficialismo reacciona con la publicación de una lista de personas que no firmaron pero que aparecen, llamada popularmente como “Lista Tascón” (apellido del diputado que lo destapó). De esta forma denuncian ilegalidades y fraude en esa recogida. Los opositores no ceden en su objetivo y en la segunda presentación reciben el visto bueno. El país vive una campaña marcada en juzgar la figura del presidente, es el centro de críticas y halagos. La votación se celebró con tranquilidad el 15 de agosto de 2.004. Venció la opción del no en un 59% de los sufragantes, con una participación de un 70% del electorado. Chávez respira tranquilo y sale aún más fortalecido de su poder. Una parte de la oposición denuncia fraude, lo cual es falso (nunca probado), pero si es cierto que habido casos demostrados de discriminación a los que votaron por la opción del si. Una utilización ilegal de datos de los electores que votaron electrónicamente.
Después del revocatorio se producen significativas victorias del “chavismo” en las elecciones estadales (autonómicas), municipales y parroquiales. En diciembre de 2.005 se celebran las legislativas, a las cuales la oposición en bloque decide no presentarse. El motivo inicial fue la utilización del sistema de votación electrónico de captahuellas, temen que se utilicen los datos y haya irregularidades que desemboquen a un fraude electoral. El CNE (máxima autoridad electoral) y gobierno se niegan a su retirada. Al final ceden a la propuesta pero los partidos opositores deciden retirarse, alegando que los comicios no son limpios ni transparentes. El gran motivo eran las escasas expectativas electorales, las encuestas les daban una treintena de 167 diputados que componen la Asamblea Nacional. Además se deslegitimiza unas elecciones sin oposición por la alargada sombra (sospecha) de un posible fraude (no real). Esto se traduce en que toda la bancada parlamentaria es para los acólitos del presidente. Hay que puntualizar que el sistema electoral venezolano desde que llega Chávez al poder ha cambiado. De listas cerradas de partidos (plurinominal) y proporcional en su reparto, a listas cerradas de partidos (plurinominal en un 40% de escaños) y de candidatos de partidos (uninominal en un 60% de escaños). En la practica ha beneficiado a los partidos “chavistas” al estar más cohesionados (listas y candidatos únicos) y por no haber el bollatage, segunda vuelta si ningún candidato en circunscripciones uninominales obtiene más del 50%.
El 3 de diciembre de 2.006 gana las elecciones presidenciales con un 61% frente al 37% de Manuel Rosales, gobernador del estado del Zulia (el más poblado y con capital en Maracaibo). La participación fue de un 75%. La oposición reconoce la victoria del presidente y la derrota de su candidato. La campaña se caracterizó por un mensaje bastante parecido de ambos candidatos, de corte populista. Los opositores después de tanto fracaso en su tarea de echar a Chávez del poder, optaron esta vez por la táctica “únete a él” y copiaron su estilo (esencialmente demagógico) para la campaña de su candidato. El resultado fue el que fue porque el pueblo, principalmente los sectores más pobres socioeconómicamente, optó por el original y no por la burda copia.
Con un panorama tan halagüeño no es de extrañar que el presidente reelecto anuncie el comienzo de la etapa hacia “el socialismo del siglo XXI”. Tiene las manos libres para hacerlo y con la “bendición” de ser democrática. Desde que llego a la presidencia ha ganado todas las disputas electorales excepto las elecciones sindicales, venció la opositora CTV frente a la “chavista”. Posee un parlamento totalmente a su favor, un proceso de reforma constitucional (el referéndum seguramente será en diciembre) es tarea muy fácil. Plantea la reelección continuada (indefinida) y que se amplíe el mandato presidencial un año más (a 7). Su objetivo es perdurarse (democráticamente) en el poder y un mayor centralismo (estatismo). No se amilana para dar órdenes de que no se renueve la licencia al canal privado RCTV, caracterizado por su total oposición a su figura. Con esa clausura saco a relucir viejas heridas que tenia por los sucesos de la intentona de asonada, el canal tuvo una actitud “condescendiente” con los golpistas, al igual que otros canales. La diferencia es que el resto (excepto Globovision, amenazada de cierre) cambiaron por miedo a represalias, por sus licencias, y sus líneas editoriales se volvieron tenues. La frecuencia de RCTV pasa a la nueva cadena estatal Tves. Sumo así una tercera emisora pública a su servicio, destacando por ser fieles al oficialismo y en consecuencia de nula crítica. Lo peor de todo ello es que las instituciones públicas venezolanas están controladas por “chavistas” que no dan (aunque sea mínima) cabida a la pluralidad política. Pero en sus mismas filas esta haciendo “limpieza”, con la creación del Partido Socialista Unido de Venezuela (PSUV). El objetivo es crear un partido político único y sólido de sus partidarios, y reducir a cenizas los otros partidos de izquierda que no se unan a su proyecto. “O conmigo o sin mí”, ese es el mensaje a sus aliados díscolos.
¿Cómo se explica el fenómeno Chávez?
Tiene una oposición (en su mayoría) esencialmente torpe, manipuladora, demagógica y extremista. Sus errores han sido colosales: golpismo militar, falsas denuncias de fraudes electorales y no presentarse a las ultimas elecciones legislativas. Con todo ello han hecho aumentar aún más su poder y legitimidad, por ser incapaces de articular un nuevo mensaje político. No son creíbles y eso hace que esa mayoría de “ni-ni”, ni con Chávez ni con la oposición, no les puedan apoyar. Tienen “tufillo” a errores y vicios del anterior régimen, la IV República. El pueblo no sólo quiere nuevas caras, exige nuevas realidades. Y en eso el “chavismo” gana, están un paso más adelante que ellos. Sus programas sociales (llamados “misiones”) aunque sean bastante asistencialistas y clientelistas, funcionan medio bien. Se avanzado mucho en la asistencia básica sanitaria, en la reducción del analfabetismo (es casi nulo), en la universalización de los estudios universitarios y en el abaratamiento de los productos de primera necesidad. El precio del petróleo ayudado en mucho a sus políticas. Cuando llego estaba por los suelos, ahora por las nubes. Eso le permite tener un Estado rico, pero un pueblo en su mayoría pobre, y manejar las ingentes sumas de dinero a su capricho (discrecionalmente). Es el gran lastre que tiene esta nación, desde que se descubrió el oro negro, un fango del que no salen. Con ello se repiten los viejos vicios del pasado: falta de políticas estructurales y corrupción político-financiera. Y en eso la llamada “boliburguesia”, los poderosos de la V República, no son nada diferentes. Mucho nuevo rico al amparo del tráfico de influencias (políticas), algo sospechoso, y más cuando el presidente dice que “odia a los ricos”. En esa particular “corte” aparecen parlamentarios, ministros, ex-vicepresidentes o familiares del presidente (un hermano y su padre). La impunidad sigue, con una justicia demasiado “controlada” por el oficialismo. El polvo sucio, se mete debajo de la alfombra, nadie lo ve (pero huele). Esa premisa sigue estando demasiado viva. Por su parte las nacionalizaciones emprendidas últimamente a los sectores “estratégicos”, son puro humo. Una empresa de telefonía (el resto privadas), empresas petrolíferas (hay capital privado) y una eléctrica (la nacionalizó por ser de una empresa estadounidense). Es sólo aumentar el poder y la fortuna del “papa” Estado. No afectan a la banca, que anda contenta, y sus negocios van muy bien. Algo parecido ocurre en la Bolsa de Caracas. Pocos indicios de que haya una revolución, eso sí, mucho estatismo en estado puro. Manifestado en unos poderes públicos sectaristas, sin pluralismos, y un proceso de “democracia popular” manipulado y corrompido. Su política exterior se basa en gritar a los mil vientos su odio a Bush (mister danger, como él lo llama) y su amor a Fidel Castro (lo menciona como su maestro). Impulsó la creación del ALBA como alternativa al Tratado de Libre Comercio de las Américas (la de USA). A eso añadimos su “petrodiplomacia”, petróleo barato para ganarse aliados. Lo último, negociar con la guerrilla colombiana de las FARC para la liberación de rehenes.
Hugo Rafael Chávez Frías es un “showman” político, su telegenia funciona y cautiva. Con un discurso improvisado, voluble y apasionado. Sabe utilizar como nadie las figuras de Jesucristo y Simón Bolívar para sacar rédito electoral. Un hombre con mucha ambición, puede que demasiada. Un populista del siglo XXI que juega a ser el Dios de los venezolanos.
